[VOTE] Deprecate png2wbmp() and jpeg2wbmp()

As there has been no discussion in the RFC's discussion thread[1], I
assume there is nothing to discuss, so I've just put the "Deprecate
png2wbmp() and jpeg2wbmp()" RFC[2] to voting. The voting period ends on
2016-11-13, 22:00 UTC.

The RFC has been accepted by 20 votes in favor to none against. Thanks
to everyone who participated!

I'm going to merge PR #2164 and document the deprecation. Any ideas on
how to track the removal of the functions for PHP 8?
