I have just opened voting on the RFC to unbundle imap, pspell, and
oracle integrations.
Each extension can be voted on separately. Voting started now, and will
run until November 15th, 24:00 GMT.

I'm not sure of all the details but have we missed something with the OCI
extensions? Perhaps some injustice happened here? Probably it would be good
to write something about the OCI extensions before the voting started and
why these shouldn't be unbundled. Reasons in the RFC are quite strong and
it makes the extensions difficult to maintain. Not to mention that
installation on some platforms is not that trivial. That's why I've voted
in favor of unbundling. Otherwise, there are many quite successful PHP
extensions out there that are not part of PHP and are used extensively.
However, for the success Linux packages need to adopt them, so it's
possible to run sudo apt install or sudo dnf install.

Voting is now closed, with unbundling imap and pspell passing
unanimously (27:0) and unbundling oracle integrations passing with
(26:1).
I will soon start making PRs to implement this result.
