The main reason is to be able to vote on PHP RFCs. I've created PHPStan, a popular open-source static analyser.

You do not need a VCS account for that, but rather a Wiki account if
that is your sole purpose (similar to fatpot from Symfony).

Yes that is the one. Someone with wiki admin karma needs to grant you
the right write permission once that is done. When you have
registered, then send off an email similar to the VCS from this thread
(state your wiki username and intentions) to the internals mailing
list.

What email should I use for the "To which email address do you have to send an email to now?" field?

This should be the internals mailing list address. The information to
fill out this spam challenge seems to have been lost sometime when we
upgraded the wiki software but never fixed.
