Yes that is the one. Someone with wiki admin karma needs to grant you
the right write permission once that is done. When you have
registered, then send off an email similar to the VCS from this thread
(state your wiki username and intentions) to the internals mailing
list.

This should be the internals mailing list address. The information to
fill out this spam challenge seems to have been lost sometime when we
upgraded the wiki software but never fixed.
