I'd ask -- is php-src used for anything?
The code seems to be quite old, and the content of php-src/php-src.github.io
https://github.com/php-src/php-src.github.io is a music video. Neither
seems productive to the PHP community.

My guess is that someone set up the php-src GitHub organization to troll people, since the Rebecca Black “Friday” music video is clearly a kind of rickroll. :-)
Probably no one here controls that organization—or is unwilling to admit it. I wonder if we can ask GitHub to close it since it causes confusion?

That commit was done by Leigh leight@gmail.com, which was active on
internals in 2016. Perhaps we should ask them to remove it?

Am I missing something?
The lack in process of Github in making sure that people don't land
grab popular project names is.....disconcerting.
FYI, I grabbed https://github.com/php-pecl a while ago, in case it was
ever needed and to prevent 'bad guys' from hosting altered versions of
extensions on there.
