It would be useful if the rfc actually included the outline of just what
the function is proposing to provide? A start at least at documentation
for inclusion in the manual later, but allowing an understanding of just
how the chunks are defined. mb characters or bytes for example?

To my knowledge, mb_str_split() is supposed to be the MBString pendant
of str_split()
, which works on code-points instead of bytes.

It seems that you have not opened the voting (search for “doodle” in the
RFC-howto[1]) yet, but you are supposed to start voting only after at
least two weeks have passed since you presented an RFC on this mailing
list (also described in the RFC-Howto), which happened on Jan, 2nd.
I suggest to change the status of the RFC back to discussion for now,
and to (re-)start the vote later.

I know it sounds pedantic, but be careful with date formats - I was scratching my head for some time, wondering what was special about October, or a 9 month delay, until I realised you probably meant Jan 10th not Oct 1st!
