For the ones you have registered you can already use the "author" field
in the advanced search: https://bugs.php.net/search.php

This could be extended with search for comments or such.

https://github.com/php/web-bugs/pull/18 (open for 2 years without comment by the way... Having such a response time does not actually encourage contributions. We should change that.)

I also don't mind optional openid/oauth integration, but barrier for
reporting bugs should be low.
