State of the named_params RFC

Hi,

I heard that the named_params RFC[1] was mostly done but needed a
big grunt work to check the param names of all the functions in the
standard library. (and change those that aren't good enough)

So I'm interested in taking a look at it to see if I have the skills to
push it forward.

But the RFC's page doesn't mention that and it doesn't seem mostly done.
Is it out of date?

Was it? The RFC seems to be last edited about 3 years ago and I don't
remember much discussion on it since. Given that it targeted 5.6, it's
probably way out of date and also last time I remember it lacked
consensus on the syntax part.
