[RFC][VOTE] Security Issue Classification

Hi,

As the result of the discussion initiated by Stas, the new security issue
classification has arisen. The classification document
https://wiki.php.net/security is proposed for the community legitimation by
the usual RFC voting https://wiki.php.net/rfc/security-classification

The voting starts today, on November 11th, and ends on November 18th.

Thanks in advance everyone for the large attendance to vote on this
important document.
