Maintain pdo_dblib extension.
One note I missed: it probably goes without saying that I'd like write
access to ext/pdo_dblib, but write access to ext/pdo would also help for
work on common unit tests and functionality.

Yeah, I was asking Adam on github to request the git access for pdo_dblib maintainership. He is contributing to pdo_dblib since 7.0 and and has expressed the readiness to become a maintainer.

Thanks! Is it also possible to get access to ext/pdo? I needed to add some
conditional logic to get the shared tests running with pdo_dblib, but I can
put up a regular PR for those changes if that's preferred.
