PHP 7.1.0beta3 is available for testing

As mentioned in http://marc.info/?l=php-internals&m=147145480117591&w=2,
there is a BC break in this beta.

I just tried this tag (compared to beta2) against zendframework/zend-code,
and it breaks due to the discussed change. Fairly sure that other stuff
broke as well.

I'm currently looking into it, and will discuss it with Aaron as soon as
I'm done implementing some basics, but the patch in question (
https://github.com/php/php-src/pull/2068#issuecomment-240071841,
http://git.php.net/?p=php-src.git;a=commitdiff;h=20fdd47921f423728b409fd0ae0106dab)
will need reverting.

We were hoping to look into it today, but it seems like beta3 hit us before
we got there :-D

PHP 7.1.0beta3 was just released and can be downloaded from:

The Windows binaries will be available soon at

http://windows.php.net/qa/

This release contains a number of bug fixes.

For the list of bugfixes that you can target in your testing, please refer
to the NEWS file:

Please test it carefully, and report any bugs in the bug system.

The next release will be 7.1.0RC1 on September 1st. RC1 is the first
release candidate of several planned RCs.
