Hi,
PHP 5.5.24RC1 is available for testing.
You can download it from
https://downloads.php.net/~jpauli/
The Windows binaries are available at http://windows.php.net/qa/
This release contains a number of bugfixes.
For the list of bugfixes that you can target in your
testing, please refer to the NEWS file:
https://github.com/php/php-src/blob/php-5.5.24RC1/NEWS
Please test it carefully, and report any bugs in the bug system.
Please, note as well that one test is failing into this RC : bug #67109
5.5.24GA will include a patch for this test, but our tagged RC does not
include it, so this test may fail to you.
The stable release is planned for April 16th, if no critical issues will
be discovered in the RC.

I am unsure of the timing windows for things being committed to being
in a release, but it seems unfortunate to not have this included:

Usually we tag the releases on Tuesday and announce them on Thursday.
If you find something(like this) which was pushed after tagging the RC,
feel free to poke the RM(s) for getting included.
