VCS access

Hi all

I would like to request VCS access to php-src. I would like to be able
to merge my own patches when (and only when) it is agreed they should
be merged :-)

Hi Chris,

I've granted you with php-src karma, it can take a coupe of minutes until it
is propagated, but you should be able to push php-src.git soon.

The only special thing is our touch NEWS merge driver, don't forget to set
that properly.

I won't be pushing anything until I've done a couple of "practice"
merges locally
