weeks, until April 24th, 2014 - I'd make it shorter because beta1 was

I know about the feature freeze and all, but isn't it possible to make
this for 5.6? I would've liked it if I could start the vote earlier,
but discussion was going really slow (a month up until now). It's for
a new feature that gets into 5.6 now, and in a future version it would
be a BC break.
Btw, I tried doing that last night, but wiki.php.net was unresponsive.
