The PHP development team announces the immediate availability of PHP
5.5.11. This release fixes several bugs against PHP 5.5.10, as well as
CVE-2013-7345 regarding FIleinfo.
We recommand our users of PHP 5.5 to upgrade to 5.5.11.

I have tested PHP 5.5.11 and 5.4.27 and found no regressions on Windows.

5.5.11 has many failures when Opcache is used on x64 builds (this is an
issue with Opcache we've known about for a while).
