Hi internals,
The voting period has ended; a right associative power operator is voted in
for inclusion for PHP 5.6.
Depending on how you look at the "non associative" option, the tally is:
- 23 / 32 (71%) according to the rules stated under the #vote section
- 22 / 31 (70%) as abstained vote
- 22 / 32 (68%) as against vote
In all above cases, there's a two third majority.

I think 3 weeks is plenty of time even with the holidays. That's a week
extension beyond the typical agreed upon 2 week voting period.

Hi, I can't grant you karma but would merge it in. However, to merge it
in, surely it would need to be rebased against PHP-5.6, so it can be
merged into PHP-5.6 and then into master?

It seems now that rebasing it on PHP-5.6 would have been a better idea than
