PHP 5.6 branch created

Hi,

I've just created the 5.6 branch from master, and updated the
https://wiki.php.net/vcs/gitworkflow and https://wiki.php.net/vcs/gitfaqpages to mention the new branch.

There is (at least) one BC break in the 5.6 branch which I would like Mike
to revert it (I would have done it myself, but it seems that the related
commits are a bit mengled with other cleanups and changes).

Feel free to tell me if I missed something or if you find any other BC
break (althought based on my quick testing and according to UPGRADING it
shouldn't be, but better to be safe than sorry).

For the record, snaps also needs updating to provide the 5.6 snaps:
