VCS Account Request: ptarjan

I'd like to edit the documentation as well.

I've submitted ~50 test updates to make them parallelizable as part of porting them to HHVM. I expect to do many more.

Also, as part of my HHVM work, I've found various issues with extension and would like to upstream my fixes.
