I notice there are several Withdrawn status RFCs by ircmaxell, aka
Anthony Ferrara.
I am aware that he withdrew all his RFCs when he "rage-quitted" (his
words) internals. However, some of these RFCs are for features I'd love
to see, particularly Structural Type Hinting.
Since he has withdrawn them, would it be possible to pick up the RFC(s)
where he left off? Would I have to ask his permission for that? Is there
a process for this?

Not really, and just take what you wish.
F.e. we will just continue the x64 support related one, as we did that
before the RFC was created, and will push it further. I'm pondering,
from a personal point of view, the function autoloading as I'm
convinced that the current situation is far from ideal (see archives)
and there are many benefits in this RFC.

Not really, and just take what you wish.
I have a wiki account and I can edit RFCs. Could I edit, say, the
Function Autoloading one to non-Withdrawn and add myself to the Authors,
then announce it here?

Or I would simply copy/paste it to a new one, as I'm not sure Anthony
may agree on all changes you may end to do, from a pure respect point
of view. I do not think he will pop in soon and comment but it is a
question about principles :)
