It looks like the domain has expired. Along with probably ten thousand
other people, I'll ping djb (off-list). The manual doesn't seem very
widely mirrored, unfortunately, so it's hard to know what to link to
as a stopgap.

As I said above, I couldn't find one at a quick search, but to
subscribe you should e-mail git-pulls-subscribe@lists.php.net and
you'll get an e-mail back with instructions.
