Phar::createDefaultStub on cli-server

Hi List,

When testing out 5.4b2 , I've noticed that the default Phar stub runs
the first argument to Phar::createDefaultStub when run using the cli
server. Is this right? Should i file a bug?

I can't understand, please file a bug explaining such behavior.
