I've packed PHP 5.4.0beta2 which you can find here:

The Windows team provides windows binaries which you find here:

Please test it carefully, and report any bugs in the bug system, but
only if you have a short reproducible test case. The next release is
planned to be RC1 and is scheduled for November 10.

You want the DateTime DST fixing RFC

before RC1, right? If so, keep in mind that voting on it will start
tomorrow and finish on November 1. Then "someone" needs to implement
it. The deadline may need adjusting.

I don't see why this requires voting. It's a bug fix. I'm going to set
some time apart for this in the week of November 7th.

As Derick mentioned, if it's a bugfix and doesn't substantially change
stuff and does not cause controversy we don't need a long time to vote.
As for the deadline, if we have an effort underway and we know we need
an extra week to finish it, we'll postpone the release.
