json functions export

Hi!

I see that ext/json functions are exported in 5.x branches but not exported
in 6. Is there any specific reason for that?

I belive Andrei put in a UTODO in there about some additional work
that needed to be done while exporting them:

• • take a look at json_decode, some weird IS_STRING checks there
• • expose encode/decode API once that's done
    */
