Helping out with PDO fixes, as agreed with Lukas

Hi,
The cvs account was correctly set up, but it looks like there's an issue
with my karma. I've both tried to commit fixes for pdo_pgsql and pcntl
without success, e.g.
**** Access denied: insufficient karma (mbeccati|php-src/ext/pdo_pgsql)
Contact group@php.net for access to php-src/ext/pdo_pgsql
