I don't know much about "other languages", but purely in terms of English I would expect "use" to work with something that's already lying around ready to be used, whereas "import" would go and fetch something from somewhere else and make it ready to be used in the current context. In other words, I would probably expect "import" to potentially have an implied "include", and "use" not to.
But then, in the global polyglot marketplace, this argument may not have much force!! ;)
