ext/msql move to PECL

Hi,

msql was obsolete back in 1999 when I was still using it. I doubt many
people have touched it in this century,

I don't think you need to move it to PECL. I think it should just be cvs
deleted, and a note added that as of 5.2.0 we no longer support msql.

Well, moving to PECL without creating a PECL project is virtually the same.
Also, you know that the approved policy is to move and not to delete.
So I think one more dead/obsolete/unsupported module won't hurt PECL.
