Write a SAPI for Domino Web Server
First submit the patch for review and then (if the patch is accepted) you may ask for CVS account.
You don't need a CVS account to submit a patch.
Also, I'm not sure we would really like to include one more rarely used SAPI into the core and you might want to include it in PECL instead.
