It's tagged in CVS. So just do:
cvs -d:pserver:cvsread@cvs.php.net:/repository co -r php_4_0_0 php-src
To get the PHP 4.0.0 sources.

As my subject and the bug report says, the binary is missing. The 4.0.0
binary might be lingering around somewhere in the attic of phpweb cvs,
but since I would not be able to upload it to the museum (and
cvs.php.net is quite slow at this time), I have not looked into that
more deeply.
