How did PHP end up getting shut out of the Google Summer of Code
project?

They've got Perl and Python, and even some PHP projects, such as
Gallery, Horde, and Mambo.
Did they e-mail the PHP Group? Did we not jump on this quick enough?
Or was there some reason why we chose to stay out?

In other words, we are all too busy to administer the program? That is
a valid answer, but I would prefer to hear that explicitly.
I certainly know we have a list of PHP, PEAR, and PECL projects that
could use some free labor, and it's not like as if we need to accept
every single person who applies. We could some vetting to make sure we
have somewhat skilled people working on the tasks.

We were never contacted. I did know about it through other channels,
but I really hadn't paid enough attention to the details. I didn't
realize they would close the eligible projects like that. I figured
they would be accepting any valid-sounding proposals regardless of their
origin.

When I first went to the page, I saw a short list of selected
groups, but I totally missed that they were opening it up to other
organizations to apply.
By the time I returned and realized, they had closed the window. (One
day seems short. I bet they were flooded with requests.)
You think they could extend the window for applications installed on >
20,00,000 domains or something similar. If they're hardline, I wonder
if we could sneak in using our "sister" affiliation with the ASF, or
is that something I don't want to go near with a 10' pole? :)

We contacted the project manager of Summer of Code to understand why PHP
wasn't in the list (nor contacted). We got a pretty lame answer saying that
it's too late now and we should wait for next year.
Go figure...

we were struck with their high quality. As a result, we were able to
increase the funds available to support 400 students, double our original
number of 200. While this doesn't allow us to take all applicants, we
thought that this would be a terrific thing to do for the mentoring
organizations, the students, open source software and computer science.
Who knows, maybe they'll take on new mentoring organizations.

They aren't planning on adding new mentoring organizations. I already
checked with them...
