[RFC] Case-insensitive extension names in ini_get_all() View as Markdown

Hi all,

I am introducing the RFC to get ini_get_all case-insensitive as
mentioned in the internal discussion thread 1.

Since this is not a complicated RFC and discussions have been
done before. The voting process will start two weeks after if no
further discussion emerged.
