RFC karma request: CSV extension (ext/csv)

Hi internals,

I'd like to request RFC karma for my PHP wiki account, "damian.jozwiak".
I'm preparing an RFC proposing a dedicated, RFC 4180-compliant CSV
extension (ext/csv) for PHP, providing a modern API for CSV processing,
including file and stream support.
The implementation builds upon Gina P. Banyard's girgias/csv project, with
additional functionality and modifications.
A working implementation is available here:
https://github.com/damek24/php-src/tree/rfc-csv/ext/csv
I'd like to publish the proposal on the PHP wiki and open it for discussion
on internals.

Thanks for your consideration.

Best regards,
Damian Jóźwiak

RFC karma was granted. Good luck!
