RFC karma request: CSV extension (ext/csv)

Hi internals,

I'd like to request RFC karma for my PHP wiki account, "damian.jozwiak".
I'm preparing an RFC proposing a dedicated, RFC 4180-compliant CSV
extension (ext/csv) for PHP, providing a modern API for CSV processing,
including file and stream support.
The implementation builds upon Gina P. Banyard's girgias/csv project, with
additional functionality and modifications.

I'd like to publish the proposal on the PHP wiki and open it for discussion
on internals.
