Requesting Karma to create RFC for for functions that handle prefixes and suffixes

Hi,

Thanks to Juris, Tim and Mick for their comments about my proposal. The
comments about naming provide really useful hints and I will update it to
take them into account

Given that not many people commented on this I would now like to create a
formal RFC so that more discussion can happen around it. Can I please get
some karma so that I can create the RFC in the wiki?
