PHP 8.3 going to security / regression support only

Hi,

This is a heads up that I'm just branching out PHP-8.3.30 which is the last
non security / regression release and there will no longer be any further
normal bug fixes as per our release policy.

For core developers: please target PHP-8.4 for all bug fixes from now on.
