Per the feature proposal policy [1], new RFCs must be announced in a
new thread prefixed by [RFC] in the subject. The cooldown period of 2
weeks will then start at this moment.
Also, note that this is the holiday season, which means that delays
may be longer. See the "Voting procedure" section mentioning that. [2]
