I never heard that rule but I don't mind waiting until Thursday.

Just out of curiosity, what is this function actually used for? (I know
what it does mathematically but I'm not sure how it'd be used in the
context of PHP).

No such rule exists :) A lot of releases happened on Thursdays by
coinsidence, that's all.
4.3.9 is packaged and its in the distribution folder since yesterday.
The plan is to announce it today (the usual delay to allow mirrors to
rsync the binaries).

Too late for that. It will have to wait for 4.3.10.
I guess there is no reason to delay 5.0.2 either.
