Adding `ReflectionConstant::getExtension()` and `::getExtensionName()`

Hi internals,

Last week I sent [1] to implement ReflectionConstant::getExtension() and
::getExtensionName(). It was suggested [2] that I ask the mailing list if
there are any objections. Are there?
