RFC proposal: Promote the PHP Foundation

Hi,

I've created a simple RFC so a vote can be taken on adding a link to the PHP Foundation from the PHP.net site.

If there's no substantial discussion ongoing, I'll plan on opening the voting on January 13th.

Just a quick note that the "header section" in the RFC needs some
cleanup. The "(use today's date here)" bit should be removed; and the
Status be changed to "Under Discussion".
