I would like to translate some of the 7.4 documentation into turkish. It
seems like wiki username and password does not work for documentation. I
could not find the list of language mail lists as well. (it says
doc-{LANG}@lists.php.net but where?)
Any ideas?

To edit any translations, you would need a php.net account; you can
apply for one via https://www.php.net/git-php.php.
Usually, we prefer that new translators contribute some patches in
advance (either via https://edit.php.net/, or maybe by sending patches
to the respective mailing list). Given the low volume of the Turkish
translation mailing list[1], I'm not sure if anybody would review these
patches, though. :(
