PHP 7.4 FEATURE FREEZE ❄

Hi all!

The PHP-7.4 branch is now in feature freeze, with the tarballs for PHP
7.4.0beta1 just having been created.

DON'Ts:

• No new features that would otherwise require an RFC
• No new features, unless they're small, self-contained, and ack-ed by
  the release managers.
• No API breaks

DOs:

• Test test test test
• Tell your friends and collegues to test with their apps and projects
• Oh yeah: test!

There are 2 more extensions broken in beta1 that were OK in alpha3:
sqlsrv and pdo_sqlsrv. See

well-being, I feel obliged to ask if you have recently experienced any
of the following:

1. A desire to hang from the ceiling?

2. Unexpected hatred of dumb spherical objects?

3. The development of a sinister, feminine voice?

4. Fascination with deadly neurotoxin?

5. Imprisonment within a potato?

All extensions implementing streams are affected by the recent changes
in stream wrapper

y. The read and write operations of php_stream_ops now return ssize_t,
with negative values indicating an error.

Sadly this only raise a build warning, but the prototype need top be
fixed, and sometime the error handling logic review
(swoole, brotli, sqlsrv, zstd, ...)
