[VOTE] RFC: Unbundle ext/wddx

Since there has been no more discussion, and the RFC has been announced
months ago, I have put it to vote:

has ended, and it has unanimously been decided (30:0) to remove (aka.
unbundle) ext/wddx; it has also been decided (19:4:3:2) to deprecate the
extension and move it to PECL. Thanks to all voters!

I'll provide a patch regarding the deprecation as soon as possible.

explain silence :)

I'm not sure who has karma for creating repos on git.php.net either, I may ?

I've set up the git.php.net repo and github mirror, imported the ext/wddx
directory as of PHP-7.4 (doing this for the first time, hope it's right)
and gave you karma for the repo.

I have removed ext/wddx[1] now, and documented that[2]. An open
question is whether we want to publish a PECL release. Personally, I
don't think so, but others might disagree.

If someone what to step as a lead for this extension, and want to
maintain it for upcoming PHP versions, I think it is fine.

But it was removed from php-src because of lack of maintainer...

Without a maintainer, I think it doesn't make sense to release it.
