Hi
After a two week period without any objections to the RFC, I have gone
ahead of opening the voting polls for making the hash extension a
permanent part of PHP.

This vote will run for two weeks from today (and close on 19/09-2018
around noon UTC+1). Since this change impacts a larger set of PHP
itself, the vote required for this to pass is 2/3.
