Lately, I've noticed a significant slowdown whenever I go to access
content on php.net. Finally remembered to catch some of it today:

~90% of the times listed above are spent waiting on the remote host to
respond.
I'm not sure why static content would take 1.5+ seconds to start
delivering unless Apache is somehow hitting its max connection limit.
Total time to load the page when the site gets stuck like this is ~20
seconds. If I'm impatient, I can try again and it usually loads the
page right away.
