You need to be manually added by one of the ML admins or someone with
karma to the box, usually this has been restricted to RMs, PHP Group
members and a select few. I'm not sure of the policy anymore for
joining this list.

which demands some discussion (there are even more "solutions" than I've
mentioned in the bug tracker). Of course, these can't happen publicly …

For discussion you can write to security@ without being subscribed. (I
haven't looked at the bug and I am not really active in the project at
the moment, thus I won't discuss who should be on security@)
