Is it necessary to check CWD for mod_php when reading php.ini? If its
not any problem with changing

#define INI_CHECK_CWD

To...

#ifndef HAVE_APACHE
#define INI_CHECK_CWD
#endif

Instead? Since Apache changes CWD to / even if php.ini is in
/usr/local/lib/ the CWD takes precdence and the one in root will be
loaded..
