- if anyone else ever gets the same, updating the system iconv.dll works

(libxml2 uses it)

(cvs php5/php4ts - Win32 Release_TS using MSVC++6.0/both libxml2-2.6.2.win32
from zlatkovic and the version from proventum)

C:\sandbox\include\libxml/encoding.h(132) : error C2061: syntax error :
identifier 'iconv_t'
C:\sandbox\include\libxml/encoding.h(133) : error C2061: syntax error :
identifier 'iconv_out'
C:\sandbox\include\libxml/encoding.h(133) : error C2059: syntax error : ';'
C:\sandbox\include\libxml/encoding.h(135) : error C2059: syntax error : '}'

- repeated often enough to incur 158 errors.  Commenting out the offending
lines makes all sweet here..
