I would like to become a maintainer of PHP and do bug fixes from the bugs list.

Hi.

That sounds great, however we don't hand out svn accounts for complete
strangers.
You should start writing patches for the open bugs and upload those to the
tracker.
This way we can see that you are both willing and able to contribute to the
php-src.
Usually after a few patches, someone will ask you to fill out the form at
http://php.net/svn-php.php <http://hu2.php.net/svn-php.php> and you get your
shiny php.net account with the appropriate karma to commit your fixes in the
future.
