Hi,

This document describes how to get started contributing to PHP:

   http://svn.php.net/viewvc/php/php-src/branches/PHP_5_3/README.SUBMITTING_PATCH?view=markup

An SVN account isn't needed to identify and suggest PHP code or
documentation changes. Once you email a few changes to prove the
quality of your work, then we will quickly give you an SVN account.

Chris
