Hi all,

Nice to write you this email. This is an intent-to-vote email to
announce the "Case-insensitive extension names in `ini_get_all()`"
RFC will be voted two days later, which is 2 Nov.

RFC: https://wiki.php.net/rfc/case_insensitive_ini_get_all
RFC discussion thread: https://news-web.php.net/php.internals/132875
Initial discussion thread: https://externals.io/message/132226

I understand this may sounds like a very minor change to be vote
on. However, considering some objected the change, the only way
to implement this BC break is to go through a RFC process.

Thank you,
Weilin
