Hi internals,

I have registered a PHP Wiki account so I can prepare the Io\Terminal
RFC we have been discussing.

Wiki username: prateekbhujel

I would like to request RFC karma so I can create the RFC page at
rfc/io_terminal.

The proposal follows the existing native terminal discussion and the
recent API feedback from Tim.
